April 21st 2024

Farmer's Market Change

With effect from May, the Friday Farmer's Market will change to the third Friday of the Month (currently it is held on the second Friday of each month). This market now includes two farmers selling meat etc, a bread/cake stall, stalls selling specialist wine and other alcohol as well as the usual market stalls.

Parish Election Update

Following the closing date for nominations for the Parish Council Election it has been determined that NO election is required. There were 9 vacancies and 9 candidates were nominated. All were existing Councillors with no new nominations from village residents. All nominations were elected unopposed. Nominations can be found here and results can be found here

Parish Election 2024

An election for a number of Parish Councils has been called. It will take place on Thursday the 2nd of May. This includes Milnthorpe Parish. Full details can be found here

Planning Application No SL2022/0305 - UPDATE

On Wednesday the 20th of March the Chair and Vice-Chair of Milnthorpe Parish Council attended the strategic planning meeting for the Beetham Road development. The meeting was to consider updates following the previous meeting where the decision was deferred pending further information on a number of points.

After a long debate, with 4 members of the public speaking, there was a proposal to refuse the application on the grounds of sewage, but the Council solicitor said that it needed proof, and the sewage problem can be approached via the Environment Agency, outside the realms of this application. There followed a proposal to agree with the recommendations of the Planning Officer. This was to agree the application as: 

1) This is an allocated housing site

2) There were substatial improvements on access, especially with the filter lane.

3) United Utilities, have responded, with a consultancy firm reiterating that the system can cope.

4) The alterations confirm all properties now comply with planning regulations.

 A vote took place with 5 votes in favour, 0 against and 2 abstentions.

February 27th 2024

Public Toilets - The Square

From Wednesday 28th February, entry to the Public Toilets on the Square will change. Entry will be by contactless payment only, no cash will be accepted. In line with other Parishes and Towns in the County, the cost will increase to 50p per visit. The cost of providing the toilets is in excess of £10,000 per annum so the income will help towards this and potentially reduce the Parish share of the Council Tax.

The papers that accompanied the agenda made it clear that the recommendation was that the committee grant permission, as follows:

“In summary, it is considered that the proposed development is in accordance with the development plan, there are no material considerations that indicate the decision should be made otherwise and with the planning conditions proposed, any potential harm would reasonably be mitigated. Therefore, having regard to the presumption in section 38(6) of the Planning & Compulsory Purchase Act 2004, and having considered the impact on heritage assets in accordance with sections 66 and 72 of the Planning (Listed Buildings and Conservation Areas) Act 1990 (LBCA Act), it is recommended that planning permission is granted, subject to necessary planning obligations and conditions.”

Milnthorpe village was represented by a number of residents and the Parish Council. Thanks to their input, highlighting a number of concerns, the outcome of the Planning meeting was that the decision was deferred pending further information on a number of areas

VACANCY FOR A PARISH COUNCILLOR

LOCAL GOVERNMENT ACT 1972 (SECTION 87(2)) THE LOCAL ELECTIONS (PARISHES AND COMMUNITIES) (ENGLAND AND WALES) RULES 2006 (RULE 5)

(1) There is a vacancy on the above-mentioned Council caused by the resignation of Cllr Craig Allen

(2) A by-election to fill the vacancy must be held if, within 14 days from the date of the publishing of this Notice, ten electors for the Parish give notice, in writing, to the Returning Officer of their request for an election.

(3) The Returning Officer for Parish Elections is Sam Plum, South Lakeland District Council, South Lakeland House, Lowther Street, Kendal, Cumbria LA9 4UQ.

(4) If no such notice is given, the Parish Council must fill the vacancy by co-option as soon as practicable after the expiry of the period of 14 days referred to at Paragraph (2) above.

Extraordinary Parish Council Meeting

The Chairman of the Parish Council has called an extraordinary meeting of the Parish Council. This will take place on Mondaty 23rd January at 7pm. The meeting will take place at The Smithy, Ackenthwaite. There will be one one agenda item and that is to agree the budget for 2023/24. The agenda can be found here

PROPOSED CHANGE TO THE PARLIAMENTARY CONSTITUENCY BOUNDARIES

This might be of interest.

It is proposed by The Boundary Commission that Milnthorpe will move to a different constituency and will sit in the constituency of Morecambe and Lunesdale, whilst Heversham, Leasgill and Kendal will sit in Westmorland and Lonsdale. If the changes are agreed, Milnthorpe will be represented by an MP elected in the proposed constituency. The objective of the boundary change is to try to even up the number of electors in each constituency. The current MP for the constituency is David Morris. Residents views have been requested for this final consultation

Please feedback your individual view; this is a significant change to constituency that will represent the village of Milnthorpe. The proposed change would see Milnthorpe represented by a constituency that goes south of the village, into Lancashire as opposed to the current representation that is north towards Kendal.

National Moment of reflection

The Parish Council is to hold a short ceremony as part of the National Moment of Reflection. As with similar events around the Country it will be on the eve of the funeral of the late Majesty Queen Elizabeth II - Sunday 18th September at 8pm

The  ceremony will be held on The Green and attendees are asked to meet at 19:55 for the preliminaries prior to the minutes silence at 20:00

It is with sadness that it is announced that Jen Scrogham has resigned from her role as Parish Councillor.

She has been a fantastic servant to the village for some 20 years. All her fellow Councillors wish her well in her retirement

and thank her for all the work she has done whilst a Parish Councillor. She will be missed

Extraordinary Parish Council Meeting

The Chairman of the Parish Council has called an extraordinary meeting of the Parish Council. There are 2 important decisions that are required and remote meetings cannot make lawful decisions. Therefore, a short face to face meeting has been called. The summons, including the items to be discussed, can be found here

The window for nominations for the Parish Council elections is now open and closes at 4pm on 8th April. Details are here

The Parish Council elections take place on Thursday 6th May. All existing Councillors are able to stand again and residents are also entitled to stand. Please consider representing your village. If you wish to consider standing please contact the Clerk who will provide you with a candidate pack. All enquiries will be very welcome.

The Parish Assembly met on 1st March 2021. Minutes can be found here Included was what the Parish Council had done in 2020/21. The report was:

In  an extremely difficult period, with a new Chairman and new Clerk, the Council has been active and effective. When face to face meetings were prohibited, all Council members embraced technology and have taken part in effective remote meetings. All Government guidelines have been adhered to.

The Parish Council have delivered the following:

-          Over 90%  attendance at monthly Parish Council meetings, with all apologies accepted

-          Funding of the Christmas trees around the village

-          Provision of toilets on the Square

-          Parking bays on the Square have been repainted

-          A further disabled parking space has been added to the Square

-          Litter bins continue to be emptied

-          The Jubilee seat has been replaced

-          Planters around the village have been maintained and a large planter has been added to the Square

-          The fitting of new streetlights around the Square has been arranged

-          The fitting of CCTV has been arranged

-          Improved road safety around the Square, on Market Day, has been provided

-          The speeding sign on Main Street has been upgraded to ensure greater effectiveness

-          Parish Councillors have continued to listen to village residents and taken many concerns to higher authorities

-          The Parish Council works well with the local District and County Councillors and continues  to welcome their input

-          The market has operated during a difficult time and the number of traders has increased, though more would be welcomed

-          Donations have been made to The Salvation Army, The Royal British Legion and The Milnthorpe Food Bank
